Lara encounters the Ice Wraith (aka Water Wraith) in Tomb Raider The Last Revelation. The Ice Wraith is blue in colour.
In the Tomb of Semerkhet you can release an Ice Ghost that will eliminate the Fire Ghost. Unlike the Fire Ghost, which can set Lara on fire, Ice ghosts only damages you.
They can also be used to freeze water.
They are not to be confused with the white Air Wraiths.
